The people of the New Territory have suffered from injury to agricultural operations caused by the disturb ance in the spring of 1899, and last year they have been visit- ed by an epidemic of Rinderpest. A short time will show if my offer of an abatement of one year's rent will produce the prompt payment of the second, as the notices have now been is-

sued for certain districts.
